EDITORIAL ETHICS

 

Ethics of the scientific publication is a pledge of quality improvement   of scientific papers, and successful development of collaboration with the authors also. The journal “Engineering and Automation Problems” keeps up to the ethical standards accepted by the international scientific community.
The magazine is responsible for conformity of published works to required high standards.
 
In the activity the editorial board is guided by the Code of scientific publication ethics, developed and recommended by Committee on ethics of scientific publications www.publicet.org).
The editorial board does not accept the publication of articles in which it is known about the presence of plagiarism, copyright infringements, slander, etc.
The editorial board does not accept publication of articles in which the accepted ethics of publications is not established.
Members of the Editorial board should provide confidentiality of submitted text and should not use the ideas and information contained in the submitted article before its publication.
The ethics code of scientific publications unites the general principles and rules by which participants of scientific publications (authors, editors, reviewers, publishers, distributors and readers) should be guided in the mutual relations.

Abroad COPE (Committee on Publication Ethics) carries out similar activity. COPE is the organization with the international membership and has headquarters in Great Britain (www.publicationethics.org).
 
Authors
 
The author (authors) should follow applicable rules of scientific works and responds for urgency, novelty and reliability of the results in the article.
All the persons who have brought the considerable contribution to scientific results and conclusions presented in the scientific article should be included in the author’s group. In the paper text the gratitude can be expressed to the persons who have brought the accompanying contribution to the scientific results represented in the article.
The results of researches in article should be represented clearly and unequivocally without a fabrication and falsification.
Representation of false facts is unacceptable and it is considered an infringement of the ethical code.
The author (authors) responds for the paper and should guarantee that all methods and results are stated precisely, all calculations, presented data and proofs are checked carefully.
The author (authors) should observe the publication requirements. Submitted work must be original and not previously published.
Article can not be directed for the publication in other editions simultaneously.
Applicable conventions and the legislation concerning copyrights should be observed.
The article should contain the objective arguments, necessary details and the reference for acknowledgement of received results. Loans should be presented in the text in appropriate way and contain references to sources, plagiarism is not allowed to be published.
Plagiarism in all forms is an unethical behavior and it is inadmissible in the publication.
Whenever possible, the source of information should be specified by the reference. The authorship of the resulted data, the text, drawings and ideas which the author has received from other sources should be specified by the references and they should not be represented as publications belonging to the author. Direct citations of other researchers should be allocated with inverted commas and the corresponding reference.
Authors should follow the requirements of the journal.
If the author of the article finds errors at a stage of its consideration or after publication, he should notify the journal immediately.
In the submitting materials the author is recommended to indicate sources of financial support of the research.
 
Editor-in-chief
 
The editor-in-chief defines work style of the journal, considers and co-ordinates interests of the participating parties, including members of an editorial board, employees, reviewers, partners in release of magazine, authors and readers.
All scientific articles pass peer-reviewing, confidentiality is kept.
The editor-in-chief ensures the proper procedure of reviewing articles, submitted to the journal. Reviewing articles helps the editor-in-chief with decision-making on its publication.
The editor-in-chief makes the decision about the publication of papers or refusal in the publication on the basis of their level, importance, originality, intellectual content, clarity of a statement and relevance of the research topic to the direction of the magazine.
In decision-making on publication of papers in the magazine the editor-in-chief is obliged to consult with the members of the editorial board and to consider the opinions of the reviewers.
This decision is based on studying the validity of work and its importance for researchers and readers, the editor-in-chief is guided by such legal requirements as a non-admission of slander, a copyright infringement and plagiarism.
At work with submitted papers it is necessary to show especially goodwill to the studies in which provisions of articles published in the journal before are challenged. The materials of studies in which negative results are received can not be rejected.
If in published article serious defects are found, the magazine is obliged to publish corrections as soon as possible and to pay to this attention of readers in a corresponding explanation.
The editor-in-chief should take reasonably fast measures about ethical complaints concerning the presented manuscript or published article.
Any scientific submitted work is considered a confidential document, it is not demonstrated or discussed with other persons. The editor-in-chief, associate editors, reviewers and employees should not open the information on the presented manuscript to anyone else except for the persons authorized by the editor.
 
Reviewers
 
The scientific articles are reviewed by the experts defined by the editor-in-chief. Reviewers have all possibilities to do critical remarks about level and clarity of the presented material.
Reviews should be objective concerning the scientific content and the scientific importance of an article, the personal criticism to the author is unacceptable, reviewers are obliged to express the opinion clearly and to support it with corresponding arguments.
In the presence of the conflict of interests the reviewer should inform to the editor-in-chief immediately about impossibility of reviewing of the presented article.
The reviewer is obliged:
1. To define the conformity of an article to the journal’s profile;
2. To estimate the urgency of an article and its conformity to modern achievements of science and technology;
3. To estimate novelty, the importance of the received scientific and practical results of researches, completeness and reliability of data in the article;
4. To give a qualitative assessment of compliance to magazine design requirements: volume, illustrations, formulas and tables; presence of the abstract, keywords, references list and references in the text, information about authors in Russian and English languages;
5. To estimate correctness and accuracy of used (or input) definitions and formulations, quality of the presented manuscript, to give substantiated conclusions about article as a whole, remarks and if necessary - recommendations for its improvement.
